BCO-DMO Edits

- Cruise Id added

- Unique RISE event identifier generated from date,time and event number and added

- Date formatted to YYYYMMDD

- Time formatted to HHMM

- Parameter names modified to conform to BCO-DMO convention

- Parameter names modified for consistency with other RISE event logs

- Degs, Decimal Minutes converted to decimal degrees and longitude signed (-) for West

- Lat/Lon padded to 5 decimal places

- empty cells filled with "nd" (no data)

- commas in event_description and samples_taken replaced with semicolons

- RISE-1 -- YrDay column added for consistency with other RISE event logs

- RISE4 -- Note that fish tow 9 was split into tow 9 and tow 10 once the direction was changed
