It is the current term for what was commonly referred to as Greenwich Meridian Time (GMT) (see URL: http://www.ndbc.noaa.gov/gmt.shtml. Zero (0) hours UTC is midnight in Greenwich England, which lies on the zero longitudinal meridian.
